This morning on our way into work we saw a woman tie her dog to a fence near UOttawa and then walk away. I'm assuming that she was leaving him/her for someone else to come pick up (i.e. a prearranged drop off) and take care of for the rest of the day. I hope. It seemed fairly routine for her, so I don't think she was abandonning the dog. This is going to bug me all day.
