Globe and Mail: Shirkers, not workers: "The result is that, in winter, the sidewalks are icy and dangerous, and after a snowstorm, it takes almost an entire day to open the major downtown streets to normal traffic. In the spring, as the snow melts, uncovering what lies underneath, the city becomes an open dump, with all sorts of detritus spread out across streets and lawns. The city doesn't have enough public garbage bins. Those they have are too small and not regularly emptied."
