Huntington Beach, California, introduced steep fines for using cell phones in public libraries. A first offense could cost you $250, and it all up from there. Caught again? Cough up $500, or if you're dumb enough to do it a third time, be prepared to pay $1,000. The ordinance, which takes place on September 15, forbids any ring tones, any talking, and even the use of text messaging (which can actually be quite loud).
About time! It is worth noting that these kinds of laws need to be passed because it seems that most (not all, but most) cell-phone users have lost the ability to show any consideration for the other people around them.
